**Description**

When Manager and Cashier Passcodes have not been setup.

Settings/Security is protected by Admin Passcode when `Terminal.UserAuthForceSetup` flag is enabled. Once a user has been authenticated by entering the Admin Passcode, the user proceeds to setup Manager and Cashier Passcodes.

If `Terminal.UserAuthForceSetup` flag is disabled, the user proceeds directly to setup Manager and Cashier Passcodes.
